TOLLGATE
Catch Twilio SMS Compliance Rejections
Before They Cost You.
Most first-time A2P 10DLC submissions get rejected due to issues with consent evidence, privacy policies, or sample messages — often delaying launch by days or weeks.
TOLLGATE helps increase your chances of successful first-time registration by catching preventable issues before submission.
"Scan is free" applies if TOLLGATE fails to flag a checklist-level blocker it is designed to detect and that issue later causes a carrier or Twilio rejection. TOLLGATE is an operational readiness review and does not guarantee carrier, Twilio, TCR, or toll-free approval.
SMS registration failures usually show up too late.
Your SMS workflow can be technically functional and still fail registration or carrier review. Missing STOP/HELP behavior, weak opt-in evidence, unclear use cases, incomplete privacy terms, or mismatched sample messages can delay launch and create expensive rework.
Missing STOP / HELP handling
No compliant opt-out or help response behavior configured.
Weak opt-in or consent evidence
No documented, timestamped consent or double opt-in records.
Incomplete Privacy Policy or Terms URLs
Missing or non-compliant privacy and terms links in messaging.
Campaign use case unclear
Vague or overly broad use case descriptions that raise red flags.
Sample messages do not match the workflow
Examples provided to carriers don’t reflect actual messaging.
Twilio Messaging Service not aligned
Sender numbers, pools, or services not properly configured for the campaign.
Meet the AI Compliance Agent
TOLLGATE is not a checklist PDF service. Under the hood is a tool-calling AI compliance agent with RAG retrieval over the live Twilio rulebook. It applies 21 deterministic predicates to your submission and returns a structured risk verdict with exact remediation — the same engine powers the free checker on this page.
RAG Over the Live Rulebook
The agent retrieves from a current vector index of Twilio's A2P and toll-free policy docs — not a frozen snapshot. When Twilio updates requirements, the agent's context updates too.
21 Deterministic Predicates
Every submission runs through 21 hard-coded compliance rules — entity/EIN match, STOP/HELP presence, opt-in evidence, Privacy/Terms URLs, sample message alignment, and more. Same input always produces the same finding.
Structured Risk Verdict
Every audit returns one of three verdicts: LIKELY_APPROVED, NEEDS_REVIEW, or LIKELY_REJECTED — not a generic score, but a named call you can act on.
Copy-Paste Exact Fixes
For every failed predicate, the agent outputs a suggested_fix — the exact corrected text you paste into your Twilio submission. No vague guidance, no back-and-forth.
The free checker below runs the agent's own validator — live, in your browser.
The on-page compliance check is not a simplified demo. It is a faithful port of the server-side engine — all 21 predicates, the same risk-verdict logic, the same copy-paste fix text — compiled into a JavaScript module that runs entirely client-side. Your inputs are never sent to any server. No account, no email, no paywall.
The difference between the free check and the paid audit: the paid tiers add the AI agent layer — RAG retrieval against the current Twilio rulebook, deeper field-level interpretation, and the branded PDF report that documents your risk verdict for submission.

Frequently asked questions
Straight answers about A2P 10DLC, toll-free verification, and what a TOLLGATE preflight does — and does not — do.
Does TOLLGATE guarantee my A2P brand or campaign gets approved?
No. Approval decisions belong to The Campaign Registry (TCR), the mobile carriers, and Twilio — not to us. TOLLGATE is an operational readiness review: we check your setup against the criteria those parties publish and tell you, in writing, what looks ready and what needs fixing before you submit. We can materially lower your odds of a preventable rejection, but no service can promise approval.
What is error 30915, and can a preflight catch it?
Error 30915 typically means your brand registration was blocked because the business identity you submitted doesn't match the EIN on record — for example registering as an LLC when the EIN is tied to a sole proprietorship, or a name/address that doesn't line up with IRS records. TOLLGATE's validator is built specifically to flag this entity/EIN mismatch before you pay the brand vetting fee, so you can correct it instead of eating a rejection.
What's the difference between A2P 10DLC and toll-free verification?
A2P 10DLC is the registration path for application-to-person texting on standard 10-digit local numbers — it requires a registered brand and campaign through TCR. Toll-free verification is a separate process for messaging on toll-free numbers (like 833/844/855…) and is reviewed by the toll-free aggregators rather than TCR. They have different evidence requirements, different fee structures, and different review timelines. TOLLGATE preflights both and tells you which path your setup is actually configured for.
I'm a sole proprietor — can I still register for SMS?
Yes, but the details matter. There is a dedicated sole-proprietor 10DLC path with its own limits, and using the wrong entity type or an EIN that doesn't match your registered name is one of the most common causes of a blocked brand. TOLLGATE checks that the entity type, legal name, EIN, and address you plan to submit are internally consistent before you register. We are not a law firm and this is not legal or tax advice — but we'll show you exactly where the identity fields don't line up.
What do I need to provide for a preflight?
Your business identity details (legal name, entity type, EIN, address, website), a description of your SMS use case, how recipients opt in and what consent evidence you have, your sample messages, your Privacy Policy and Terms URLs, and your Twilio configuration (Messaging Service, sender numbers, and any known A2P or toll-free status). The intake form walks you through it. You never share Twilio passwords or account credentials with us.
How long does a TOLLGATE preflight take?
Basic Quick Scan is delivered within 24 hours, Standard Preflight within 48 hours, and Premium within 2-3 business days. That's the time for your review and report. Carrier and TCR review timelines after you submit are controlled by those parties and are separate from our delivery window.
What does it cost, and are Twilio's fees included?
The preflight is a fixed one-time fee: Basic $99, Standard $197 (recommended), Premium $497, with assisted remediation from $750 if you want us to help fix what we find. Twilio's own charges are separate and paid directly to them — A2P brand vetting is roughly $4.50, and toll-free verification is currently free. We never charge those fees through TOLLGATE.
My campaign was already rejected. Can you help me resubmit?
Yes — a post-rejection preflight is one of the most common reasons people come to TOLLGATE. We review the same eight checkpoints, focus on the areas that typically trigger rejections (opt-in evidence, STOP/HELP behavior, use-case clarity, identity mismatches, Privacy/Terms URLs), and give you a prioritized fix list so your resubmission addresses the likely cause rather than guessing.
Is a TOLLGATE report legal advice?
No. TOLLGATE is an operational readiness review, not legal advice, and we are not your attorney. For questions about TCPA, consent law, or your specific regulatory obligations, consult qualified counsel. Our job is to check your SMS setup against the technical and policy criteria carriers and registries apply, and to put the findings in writing.
I'm an agency registering for clients — does TOLLGATE work for that?
Yes. Agencies, SMS platform operators, and Twilio consultants are a core audience. Each distinct brand, legal entity, or campaign is its own review scope, so register one preflight per client brand. If you run many clients through the same opt-in path and Messaging Service under one identity, that can share a scope — use the Multi-Number / Multi-Campaign quote and we'll size it with you.
